Its called Photochopped! But funny It doesn't necessarily have to be that. My neice was that small when she was born (as far as I can see by the picture). If you get a baby that is like 5lbs or less, I'm sure that you'd be able to fit them inside one of those.

I'm sure that person wasn't stupid enough to take the baby for a ride like that, but it is a funny pic. Heck, people set their kids up for all sorts of crazy poses, so why not pose a kid in a luggage holder on a bike? My daughter is small enough that she would fit inside that.

But if you look at the right side of it, it looks like someone painted in the black cable holding the "trunk" open.
