There are some parts of this country that don't have a large pet overpopulation problem as other parts. Transports like this are nothing new to animal rescuers, transporting has been around for a long time and I myself used to be a transport coordinator for animals out of rural WV/OH. There are some neat organizations like "Rolling Rescue" and "CUR - Canine Underground Railroad" - network of drivers and truckers that give animals rides much like a relay race - Those animals have slim to none chances of being adopted in the rural areas (not to mention the backwoods ways they use for euthansia) but once transported to different areas they have a chance at life. And believe it or not there are people with private planes that also fly animals out.
