low RPM cap on '81 CB900F

last summer i got a CB900F for free from my boss who has 3 harleys and just kind of left it sitting in his garage for 15 years with a full tank of gas...i spent the whole summer fixing it up untill it ran well enough to not kill me, and at the same time pass inspection, two weeks ago i started on it again, i got an old tank thats spotless on the inside, and a nightmare on the outside, sanded it, patched it, bondo'd it, and repainted it and it looks pretty spiffy, i cleaned out the carbs a 4th time overall, and it started up like a dream and runs pretty well... the only issue im having, and i had it last year too, the bike caps out at a little above 5k RPM and wont go any faster... it will go between 5100 and 5200 and just kind of flicker back and forth between the two.... what could be the problem? where should i start looking

start with the basics, how are the plugs? any valvetrain related noises? In neutral will it free rev beyond that rpm or is this just underload? Lack of fuel flow above that rpm point? Ignition? Just some possible leads?
