an h rated tire can be fine at 185 mph. It is not intended for use at constant high speeds. The tire casing can fail causing the tire to blow. The speed ratings are actually the top speed that a tire can go for one straight hour before it is at risk of failing. remember that once a tire has any compromise like a repair done to the tire the speed rating is no longer valid.

the tire starts to deform, losing it's round shape and become elliptical. it doesn't necessarily blow out, but the vehicle will definitely lose control.
