Where do you live that you are restricted to 33hp?

Tough call bro. I'm not sure. Have you looked at older bikes numbers? Is there any way to scam the system?

no if u r older than 21 u can take your test and go straight to any bike but if u r under 21 u have 2 have ridden a bike under 33bhp for 2 years but when u r 16 u can have a 50cc (like ive got now, its a scooter/moped but it looks like a superbike) and that has 2 b restricted to 30mph (i know the laws here r ****) but most ppl de-restrict them n dont get caught so im just not sure whether to just buy a 125 or whether to get a 600 n restrict it or to get a 600 n not restrict it

That's some bull****
I personally hate pointless laws especially something that would cost you around $250. I say screw 'em, get the 600 and enjoy your new ride

Riding is a pathway to many abilities, some considered to be unnatural
Always leave 'em wanting more

Yeah. If the fine is just money, I'm sure it's not too much more than that. I'd say risk it.
