The U.S. Supreme Court has ruled 7-2 that local governments are not obliged to protect those who have obtained a restraining order against another individual who poses a threat to them. The case involved Jessica Gonzales's claim that Colorado authorities didn't do enough to prevent her three daughters from being killed by an estranged husband, who was the subject of such a court order. "The restraining orders are not worth anything unless police officers are willing to enforce them. They are just paper," said Brian Reichel, the attorney for Gonzales.

Well, without reading the whole thing, based on the info it is sad that a restraining order couldn't help. Although, I have never seen a piece of paper stop a bullet or knife blade. Meaning, even if one has a RO and the perp wants to hurt you, they can and will.
