Looks like one of those too good to be true things.
I saw one of those for my nissan 240sx.. The only way to change the ecu was to modify it with a soldering iron and then load configured roms through a rom burner. That was around 200$. They sold a "chip" that plugged into the existing chip on the ECU and supposedly gave it a 15hp difference. Some people bought it (it was 20$) and said it didn't do a damn thing except cause detonation. All the chip did was boost timeing and fuel.
I'm thinking this chip does the same thing.. I wouldn't do it.
