New vs Used 250cc and how well they hold value

Hi all! I'm brand new to the motorcycle world and trying to do all the research I can. I'm looking into getting a 250 Honda, Yamaha, Sym, Kawasaki. I've seen some used ones that I might be interested in but I'm trying to figure out if they are a decent deal or over-priced. For example there's a 2008 Kawasaki for $1900 with 6500 miles or a 2008 Honda Rebel $2500 with 7300 miles - all claim to be well-maintained and in good working order. According to dealer websites, these all go for around $4000 brand new. So are the used ones over-priced? I cringe at the thought of dropping a new bike but could it be worth the known reliability?

Just checked KBB and a 2008 with around 11000 miles should go for about $2000 assuming good condition, etc.
