do i run a full bottle of water wetter?

When i change my coolant should i run a full bottle of this stuff or what. I'm going to run a 4:1 mix of antifreeze & water along with water wetter. gives me enough boil over and freeze protection that i need for my area. we can see temps in the mid to high 20's for the lows here in winter.

No, you'll need like a quarter of the bottle IIRC from reading the label.
