2001 Vulcan 500 Sitting for a Year

I'm a newbie looking at buying this 2001 Vulcan 500 that's been sitting for a year. The owner said that the bike needs two new tires, throttle cable and new battery. Everything else is good.

My question is, what do I need to do to this bike (if I buy it) beside the three things mentioned by the owner?

I assume some kind of tune-up and carb cleaning, but I don't know.

Please advice.

It's going to depend on what the PO did to prep it for sitting. If he winterized it properly, change the oil and filter along with the items mentioned. If not, you'll probably have a lot more to do - drain the gas and see how it runs after changing the oil and filter. You'll probably have to at least run a tank of gas with Seafoam or other carb cleaner added thru it, or you may have to clean the carbs. Perform all the routine maintanence dictated for it's mileage as well.
