Regulator & Rectifier consuming 7 amps!

I've been having trouble with my battery being dead after 10-20 minutes of riding. So, I started checking out my charging system components. One thing I noticed was that the black wire going to the regulator on the 3-wire plug pulls 7A when I turn the ignition key to on. I tried starting the bike and just with the engine cranking, this dropped down to 6 and 4 amps. Didn't get the bike fired-up before the battery was completely drained. It's charging now and I'll test again later.

This isn't normal, is it? The regulator should consume/draw no current EVER, right? It's job is to supply power to the bike.
