Well usually they put those signs on the 2 lane highways where they will have a 2 mile passing lane for one side of traffic only... the other side can use it as well, as long as there is noone coming. It is usually a double yellow for the other way, although they can cross it. It should say you MAY pass as long as no opposing traffic... but yeah, :gary: signs none the less
